Measure seeks to criminalize "no permit, no exam" policy of private colleges

The Freeman December 08, 2009 Cebu City Councilor Gerardo Carillo is planning to pass an ordinance in the City Council that would penalize private schools which prohibit students from taking examinations.

The councilor said that he also received numerous complaints about the “no permit, no exam” policy of the schools.
He reasoned out that non-payment of the tuition should not bar the students from taking the periodic examinations in various schools.

Carillo pointed out that though the schools have the right to withhold the grades or the clearances of the students until their obligations are fully paid, “non-payment of tuition should not bar the students from taking the exams.”


“I’ll sponsor an ordinance criminalizing the no permit, no exam policy,” he assured.

It was learned also that the same proposed measure was already introduced in the House of Representatives the other week.

House Bill 6799 authored by Kabataan Party-list Rep. Raymond Palatino imposes a fine of not more than P50,000 aside from suspension and/or cancellation of the permits of the offending schools.  Continue reading here http://www.philstar.com/Article.aspx?articleId=530476&publicationSubCategoryId=107
